CDL's Three-Year Plan, Read by an EC Buyer

When buying an executive condominium off the plan, the developer's direction matters almost as much as the floor plan. That makes City Developments Limited's latest strategic review relevant reading for anyone watching Solano Grand. As reported by EdgeProp Singapore, CDL used the review in late September 2026 to set out targets covering FY2027 to FY2029: about $5 billion of new investment and about $6 billion of divestments over that period, with roughly 60 per cent of the planned investment earmarked for Singapore. Chief executive Sherman Kwek characterised the divestment target as a minimum rather than an upper limit.

Seen through an investor's eyes, two points stand out. The first is the home-market tilt. Directing the larger share of fresh capital to Singapore signals that the group intends to keep building and holding assets locally, which includes the residential pipeline its EC projects belong to. The second is the recycling of capital. Selling more than it plans to spend points to a balance sheet being actively managed, with mature assets released to fund new ones. Neither point guarantees anything about a particular project's pricing or resale performance, and buyers should not treat corporate targets as forecasts for their own unit. Group-level plans also shift as markets change, so they are better read as a statement of intent than as a commitment tied to any single address.

A separate land result this week adds a second reference point. The Canberra Drive EC tender, which closed on 1 October 2026, drew 13 bids, and the top offer of about $825 psf per plot ratio from a Santarli Realty-led consortium was described by Stacked Homes and The Straits Times as a record land rate for an EC site. CDL was not the winner there, but the turnout confirms that developers continue to compete for EC land, the same market in which CDL secured its own Bukit Panjang plot.

Where Solano Grand sits in that picture

Solano Grand is a CDL executive condominium at Senja Close in Bukit Panjang, District 23, on a 99-year lease and planned for approximately 300 homes. Jelapang LRT station is the nearest rail point, two stops from the Bukit Panjang interchange, where the Downtown Line (DT1) is about 1.16 km from the site. The Solano Grand location page maps the schools, parks and expressways nearby. Pre-launch registration is open, and project details released so far are collected on the Solano Grand homepage.

It is worth remembering that an EC purchase usually spans several years from booking to completion, which is one reason buyers tend to look at the developer behind a project and not only the brochure. For an EC buyer, the sensible takeaway is modest: a developer with a clear capital plan and a stated focus on Singapore is useful context, but eligibility, financing and personal timelines remain the deciding factors, and those are best checked with HDB and your lender.
